For millions of billpayers, weak regulation has let shareholders extract profits while bills soar, debt balloons and sewage pollutes our rivers and coastlines, leaving customers paying more for a worsening service. Here we set out our Watertight Solution - primary legislation that would force the worst offenders into public control fast and give the rest an ultimatum to mutualise or face tougher regulation - would turn water companies into customer-owned, not-for-profit cooperatives, ending the era of extraction and rebuilding a system that finally works for the people rather than profit.
